Telehealth Flexibilities Extended with Shutdown Deal
by ACOI
November 13, 2025
The deal to end the federal government shutdown that was signed into law on Nov. 13 includes a number of health care extender provisions, including extension of the COVID-era telehealth flexibilities under Medicare. Those flexibilities will end on Jan. 30, 2026, when the new federal spending continuing resolution expires, which means Congress will need to act again to further extend those flexibilities. Under the funding agreement signed into law, telehealth services provided between Oct. 1-Nov. 21, 2025, will be paid by Medicare at the pre-shutdown rates.
The funding agreement provides full-year spending for Agriculture-FDA, Military Construction-VA and Legislative Branch bills, while all the others will operate under current funding levels through Jan. 30, 2026.
